I have finished the Shaengarne Bridge quest in Chapter 1 of IWD 2. I have killed Xuki and cleared the area of enemies. When I return to Targos, I can not talk to Shawford Crale to get my reward. It is not possible to initiate a dialogue with him.

Furthermore when I talk to Ulbrec to inform him the bridge is cleared, I only get the dialogue option "I am still working on clearing the bridge of goblins." I have checked all areas of Shaengarne ford to bridge again to make sure there are no monsters left anyhwere.

I have played around with DaleKeeper to find the corresponding global variables, but was not succesful yet. I can not get the dialogue option with Ulbrec telling him I have cleared the bridge.

Any ideas?

If my memory doesn't fail me, once you save the bridge (or let it get destroyed) you must clear the entire area from enemies, the archers are the bastard ones since they always ran away and can probably run outside the map (the same annoying problem that Fallout had).

My recommendation is to return to the bridge area and rest a fiew times to "reset" the enemy's courage, so whoever is outside the map will likely attack you again.

On a side note I don't know if you must destroy the dam in the previous area but if you didn't do it, then you can give it a try.
