So I finally got around to installing this after having purchased it during the insomnia sale.

First off, Baldur's Gate, Baldur's Gate II, Icewind Dale Complete and Planescape: Torment all work perfectly.

When I try to play IceWind Dale 2, on startup the screen will flicker for a few seconds, then part of the screen will display whatever was on the desktop before launch (Explorer window, wallpaper, what have you). Once it gets to the title screen I can see everything okay. When I click to start a new game and get to the next screen, suddenly the mouse starts to flicker so fast you can't even see it. I managed to start an actual game by picking a preset party, and once the game proper starts the flickering goes crazy. Can't see the mouse, blocks of space showing the desktop, etc.)

It is installed to D:\Games\Good Old Games\. It is the latest GOG version and I did not try to patch it. I have not yet installed any mods.

I have tried a lot of fixes. I tried them one at a time in this order (with an uninstall and reinstall in between each).

I ran the "setup-ddrawfix.exe" fix included in the install directory and chose option 1.
I downloaded the "setup-ddrawfix.exe" posted in this link.
I ran the Microsoft Application Compatibility Toolkit listed in this link.
I made sure I had the older DirectX.
I tried globally turning off DirectDraw hardware acceleration in DirectX.
I tried setting the Graphic options in the included config.exe to various lower settings.

Nothing seems to work. I would really appreciate any help any one can offer!

Good, you posted what you've done so far! With Win 8.1 there are a bunch of new problems in different programs at the moment. What I'd try first, is running the game (and the configuration tools) as Administrator (right-click Run as administrator) and using Compatibility Mode at the same time (right-click Troubleshoot compatibility => Troubleshoot program). Unfortunately Win 8.1. doesn't support Windows XP mode, which is a workaround for many programs.

Additionally
- Update your video card driver
- Change the settings in your graphics driver control panel so that the application chooses all acceleration options
- Try Windowed Mode to check if this works (see option in IWD Configuration Utility)
- Not only install the DirectX8 version that often comes with the game but DirectX9 (http://www.microsoft.com/en-us/download/details.aspx?id=35)

Well, I decided to just try not running any tweaks or running the setup-ddrawfix.exe. It takes forever to start (like almost three minutes), but once it does, it runs perfectly. Weird, but so long as it works!
