Okay, so I was able to get back into the game a short while back after tweaking some settings and removing the mods. I got back to where I left off in Heart of Fury mode in Chapter 1 (which was at the Shaengarne Ford). Now here I am in Chapter 3, and my characters have hit level 22.

Everything's going relatively fine, but then I noticed both my Cleric and my Wizard didn't get any new spell slots. Granted, their caster level (for spell checks) will have increased, but I find it odd that they didn't get any new spell slots. Is there a cap to the number of spells they can have by that level? They both have 28 points in their respective spellcasting stat, so I don't know if that has something to do with it or not. Any input?

Third edition rules don't specify spell progression past level 20. The Epic Level Handbook (which was released after IWD2, I believe) says that spell progression stops improving at that point, and can only be advanced further by feats.

Yes, spellcasting progression stops at the 20th level and there is no further spell slot or spells known progression. Strangely, Icewind Dale 2 does implement further progression for the Bard, Paladin, and Ranger, but not for the Cleric, Druid, Sorcerer, or Wizard.
In IWD2 casters get new spell slots slowly after level 20.
Check the spell tables at the end of the manual for details.
