Make sure you put it under the [Game Options] section. If you've done that , make sure you're pressing CTRL+TAB to bring it up in-game. It appears along the bottom of the screen as just a small window that you can type in.

Hope that helps.

Yes it's under that section. I'm not sure if it's a UI issue. I don't really have any mods on it.

Okay, not sure what the issue is. Are you running the game as Admin? If not, try that and see if it works.

That worked. I need to switch settings on my computer now. :P thanks for the help.
If the game is installed in Program Files, it only uses the .ini file in the game folder if you're running it as admin. Otherwise, it uses the one from the AppData folder, which has caused endless headaches. If you go into the AppData folder and rename the .ini there to something else, the game will be forced to use the one in the game folder... so you won't have to deal with the admin popup every time.

Also, a fun tip to make the game a little easier! In the [Game Options] section, you can add these two lines, which will change the base stat scores and available point pool during character creation. Just replace xx and yy with your desired values.
DefaultCharGenPointsPool=xx
DefaultCharGenPoints=yy
