This is the error message I get when I try and run this game. I did try changing the compatibility but the problem persists.

It's like that by default.

Earlier versions of Windows sometimes react differently when you explicitly launch as admin.
Two Windows components will be installed on demand in Windows 8.1: DirectPlay and NTVDM. These components are listed within Optional Components under the “Legacy Components” node.
Try manually installing DirectPlay.

No I never got it running and I'm currently using 7 an Linux

Longshot, but try putting this DX8 to DX9 converter in the gamefolder.

If it doesn't work just delete it afterwards.

Don't bother, VM's have terrible 3D support.

I think I'll actually buy MVware work station for that very reason. It has proper 3D support.

I installed DirectPlay, and it worked, thanks.
Programs and Features->Turn Windows Features On or Off->Legacy Components->DirectPlay
