when I'm playing this game I encounter micro stuttering the whole time. It never runs faster or slower. Changing settings does not do anything. It just feels like the game runs at a high framerate but something causes these stuttering and keep it slow. It is like the game is constantly skipping frames. Can't describe it more precise. I am not using multiple graphic cards. I think it also occurred on windows 8.1 in a similar way but I didn't play it much; can't remember.

Have you tried turning/forcing v-sync on?

The best way to do this is within the Nvidia driversettings by making a profile for the game's .exe.
Set vertical synchronisation to ON and also set tripple buffering to ON.
Now for maximum prerendered frames you may need to try different settings, 1 causes the least input lag so is preferred but if you still have stutters (which I assume you'll have) try higher numbers.

While you're at it, crank anisotropic filtering up to 16x and set anti-aliasing to 16x CSAA. ;^)

unfortunately it didn't solve the stuttering. I recorded game footage so you can see for yourself. Maybe another idea?

I haven't got this game installed at the moment, but can you see if this game has been patched (1.2 or 1.3)?
From a quick search on the internet I got hints that the problem may be sound related, so it might be worth a shot to mess around with different sound output.

The menu shows 1.3. Tried every single audio setting without any improvement . Right now there has no driver been released for my sound blaster zxr on windows 10. this could be the issue but who knows :(
I'm quite sure I discovered what causes the problem. When I started this game the first time on windows 10 I had to install DirectPlay. DirectPlay is a part of directx and helps to play legacy games such as igi 2 properly but in this case it doesn't. The solution is quite obvious seemingly. We have to install directx 8.1 or 9.0c but it is impossible in windows 10 due to incompatibility. I tried to install directx manually and copied all needed files to the proper windows folder -> directx not recognized.
I was having the same issue on a Windows 10 PC and I found a way to fix this using ENB's D3D8 to D3D9 Convertor (v0.036). This fixed the framerate for me!
