I thought I recognized the artwork from a Web video series called Unskippable (created by LoadingReadyRun), which is basically MST3K for game cutscenes. And, sure enough, they did indeed do a two-part treatment of Hyperdimension Neptunia Victory back in 2013.

So... there's that.
