Originally I saw this game listed here for $15 (minus preorder "discount"). Now it's up to $20. Whereas Humble has it still for $15. GOG... What gives?

The base game is still $15, the version you see in here for $20 is the Digital Special Edition, which comes with an EP with 6 remixed tracks.

GOG sells both versions, if you click on Search, in the top right of the screen, and type in 'hotline', you'll get the results for all the Hotline Miami titles available, including the first game, the free digital comic of the upcoming title and the two versions of Hotline Miami 2.

Personally, I pre-ordered the Digital Special version, as an additional EP sounds really good and worth the extra 5 bucks, but that's just me. You can still pre-order the base game, it will still come with a DRM-free level creator, it's not like you'll miss a whole lot, except for the aforementioned EP digital album.

[EDIT] Added links for the two available versions of the game and changed 'Digital Deluxe Edition' to the correct 'Digital Special Edition'.
