Am I missing something, or are a lot of technologies not available in the remastered version 2.1? After battle screen stated 72% research when I researched everything available for the Hiigaranians.

In the classic version, the technologies are still available, though. xD

The HW2 factions were changed to two levels of upgrades rather than three as part of the effort to balance them against the HW1 factions.
