Download DS4Windows emulator from https://github.com/schmaldeo/DS4Windows/releases. This is a forked version of the original which is no longer maintained. You'll need vigembus driver and net desktop 8.0 in order to work, but you'll be prompted to download them if you have not them installed. Setup your dualsense as a simple xbox360 controller, pretty straightforward, you can find plenty of guides on youtube but it takes less than 2 minuted to do so as the process is automatic. Next, you need hidhide driver https://github.com/nefarius/HidHide/releases. This is necessary as the game will still see the emulated controller as a dualsense and the driver as the name implies, hides it. Hidhide doesn't need much configuration, you just need to open it and in the devices window flag the Sony interactive controller, so only the xbox360 is unhidden from the system. Start the game as both ds4windows and hidhide are running, the vibration should work. Tested with a normal wired dualsense, but I suppose it should work with bluetooth. Just remember, the central panel of the dualsense does not work, as it is not implemented on a normal xbox controller, you need to press select to bring up the items menu.
