VNDB (Visual Novel Database) calls it a Kinetic Novel, which means it is linear, so there shouldn't be any choices.

There are no choices in higurashi. But the 'game' presents you with a mystery which you can solve. The first four episodes are the question arcs. With these you should have enough information to solve the mystery. The tips just help you finding the truth but you don't have to read them if you don't want to.
