When I try to run either HoMM V or any of its expansion packs this error message appears:

==========================

Unable to Locate Componet:
This application failed to start because d3dx9_25.dll was not found. Re-install the application may fix this problem.

==========================

The machine I'm trying to run it on is currently using WinXP SP3 with DirectX 9.0c.

Any help resolving this would be appreciated.

Despite what you wrote, It looks like DirectX 9 isn't properly installed. You may want to download and install a stand-alone package, instead of web setup, just to make sure.

Another thing may be the fact that your video card is not capable of handling it. HoMMV does have some serious graphic requirements I actually had to buy a new graphic card because of this.

Try this site, it's called Can I run that game, it runs a program to detect your hardware and software and lets you choose a game from a big list then tells you if you do not have sufficient resources and EXACTLY which and why.

http://www.systemrequirementslab.com/cyri

It can also list the game requirements flat out and you can compare them yourself.

HoMMV needs 64 MB DirectX 9.0c-compliant video card (NVIDIA GeForce3+ / ATI Radeon 8500+). If your computer only has a chipset it would not work.

GeForce 3? Strongly NOT recommended. My retail copy of the game (during that time running on GeForce 4MX) refused to load any scenarios until being patched to version 1.1. Even that wasn't perfect - crashes afther 2+ hours of playing on a single map (this was fixed in one of the later patches, maybe 1.4), but eariler I found a temporary workaround - underclocking my RAM from 667 MHz to 400 (currently is overclocked to 800). Graphics became perfect when I bought GeForce 7. Buy this card at least (or its Radeon equivalent).

GeForce 3 is far better than GF4MX and unlike GF4MX supports Shader Model 1.1. I went through a lot of games on a P3-800/256Mb RAM/GF3 32Mb back in the days, including
Half-Life 2,
Tom Clancy's Splinter Cell incl. Misson Pack (13 missions total),
Tom Clancy's Splinter Cell: Pandora Tomorrow,
Tom Clancy's Splinter Cell: Chaos Theory (2005, !)
and few others games which require Shader Model 1.1 at least with 20fps average (not brilliant but playable).

P.S. GF4MX is actually a GF2MX SE.
Re-Installing DirectX did the trick.

Thanks for the link Thiev. ^_^

No worries about my graphics card, it should have enough power to run HoMM V on its highest settings. ;)
