On a fresh install of Windows, you MUST ALWAYS do this https://support.gog.com/hc/en-us/articles/213039385-DirectX-file-not-found-d3dx9-43-dll-etc-

Define "doesn't work".

Did you follow the instructions to the last letter?

Have you tried compatibility modes on the game?

What's your configuration?

I don't think this is a Windows 11 problem. I'm running Windows 11 and my retail copy of HOMMV works fine; I'd assume that the GoG version should also be fine.

Did you upgrade or did you do a clean install of 11? If you did a clean install, you will need the DX9 files that Plokite recommends - you might also need C++ redistributables.

There is some troubles in updating Windows 10, it return wrong OS version when Win11 update installed. Probably thta be fixed. For you it looks normal... i think. With some updates installed, but not latest build as i understand numbers.

First, make reinstall everything. GOG Galaxy to C:\Games\GOG\Galaxy\ or maybe even D:\Games\. games to X:\Games\*game-name*\ (wihtout spaces, "_", non-latin (eg polish) letters or any symbols).
Start installer as admin. Set galaxy admin run anyway even if it installed to Games. Set adnim run to game executables (or use started from admin Galaxy - every games started from client will lead that admin rule). Admin run still needed.

For galaxy version do verify installation after downloading. At least twice (cause Galaxy will not properly report verify results and always do redownlaoding something)

Or just reinstall offline version to X:\Games\ and start it from GOG link with admin. Without validating process.
As i remember there is should be possibility to add offline build to galaxy as Galaxy-build, but usually they completely differ in GOG (sometimes galaxy better, sometimes offline version is better).

Second. Strange page file size. 20 Gb. Many old and oldest games are affected for some reason. First try to disable it entirely. Or try 4096 mb. Experiment with it. More older game - less size it should be. For most game easiest way is disabled it completely. But it can broke another few games.

Set maximum performance\disable power saving in Nvidia control panel and Windows control panel.
