Looks like a map issue. Buy one more boat and it should appear next to shore line you can stand on. Or walk down one tile and cast Summon Boat to get that boat next to pathable terrain.

Yes, I think so. I can't buy more boat and have no heroes can cast summon boat, so I have to wait enemy heroes cast summon boat to finish the map.

That's unfortunate. :(

They are more likely to sail a different boat to reach you (assuming they can, and they don't have some other path to use), but that might take a while. You don't have Water Walk, Fly, or Dimension Door either, I take it?
