So I've encountered this problem every time I play. After 3 or 4 months of any scenario I'm playing when I go into the city screen to move units out of the city, instead of two rows I only get one. Sometimes it will right itself after a couple of turns but then reverts back to only one row. The same problem occurs if I open the hero screen to move some of his/her units around.
It does it when I've played the cd rom version and the GoG version and when I've played on laptops or pc's.

I've scrolled through all 76 pages of the HOMM community thread but couldn't find anyone else who has had the same issue.

Has anyone encountered this problem and if so were you able to fix it?

How many armies do you have roaming the map?
There is a limit, indeed, for one player can have heroes. In Heroes 3 (1-3?). It did not count garrison heroes. Only moving parties and guest armies in cities are limited. Did you buy/dismiss/loose/put in cities yur heroes during that periods when second row appear again?

There is also probably second limit - all creep/neutral//ai/human teams in general, and by team (hero limit). That one more likely for Heroes 4. In that case it count even all creeps, but only on map and guest in cities, while garrisons and guards (of some objects in garrison rows) did not counted.

In Heroes 3 it probably 8 heroes per team (ingame Tutorial or documentation have exact number somewhere). In Heroes 4 after two month of in game time Ai teams/neutrals can make a lot of single stack armies, and there is probably limit to... let's say 500 stacks on map.
Can be tested by RMG+Editor with Max possible stacks. Not sure if there is ingame or documentation info about that, like it was for H3.

If you use Heroes4GL - that have own bug and limitations. This wrapper-mod still base on in game settings. For it you should set in game resolution to 800x600.

You can only have 8 armies on the map at a time. You can split armies up on the map, as long as you don't end up with more than 8 active armies at once. Caravans don't count toward this limit.

Usually I'll have five or six armies on the adventure map with an army garrison in each of the cities I own.

Thanks for that. I'll have a look for the ingame info, not sure where it's located tbh.

Thanks for the reply, wasn't aware there was a limit. Does the eight army limit apply to units in towns too?

No. Anything that is guarding a town, or a mine, or whatever doesn't count against the limit. Caravans going from one place to another also don't count (iirc, it has been years since I've played). It is just the number of active armies in the field. See the screenshot.

It doesn't matter whether that army is a single wolf out wandering on its own, or a full on army with 1000 Phoenixes, 1000 Mantises, 1000 Devils, and 4 heroes. Either instance takes up a single army slot of your 8 possible slots.

You are free to have an army move out and then park it somewhere (like at another town), then move another army out in the same turn. The limit is just 8 armies at the same time.
