when it's available on GOG ?
I inquired with tinyBuild about it and this is what I got back:

Due to the differences between the platforms, namely the fact that it's easier to ship updates to Steam, since GOG sells the games DRM-free, updates on GOG may be delayed and some versions may be skipped.

Since it's a major release there will definitely be updates for it in the future, but they do tend to come slower on GOG.

If you have any other questions, I'll be happy to help you!

There's so much in there that doesn't make sense...
#1 The game on Steam has no DRM (you can freely launch the game without Steam being open), so why should that matter? Plus they have it DRM-free on the Humble Store
#2 Who makes the decision to skip a version on GOG because "it's DRM-free"... what does that even mean?!

Maybe if a few people send them a message they'll listen... I contacted them through the tinyBuild site

Game got updated on GOG to 1.4... not sure what the Steam version is at... I installed the Steam version and looked and there's no in-game version number anywhere
