Stumbled upon this while finishing the game yesterday. You can reach the switch on the other side of the metal bars there to open them (area marked on screenshot), allowing access to the Blood Key area before getting the actual key. Should probably be moved a bit further back.

It's intentional, going there early doesn't change anything because the salt digger shaft has its own blood key door.
