I've been playing this game on and off for a while and suddenly have more free time, so I've been going through the campaign. Everything has been fine until I reached Mission 8.

Unfortunately this mission seems bugged for me. I can make sheep, and my shepherd's lodge shears them and stores wool. It will then take wool to the textile makers, which... don't do anything. They have full employment and full wool (x4), but they show 0% effectiveness, and the reason is not enough wool (100%) and not enough cotton (100%).

Shutting the industry down, bulldozing and replacing, saving and loading, and restarting the game all have no effect.

I could have sworn I was able to make textile from wool in the previous mission (7, Anais the Creative of Westhaven), so I went back and checked. It definitely works there; the weaver's shops will ALWAYS use cotton first if they have it, but if they run out they will use wool. But it won't work on this map. What am I doing wrong? Has anyone else ever seen this?
