When I'm setting up the Skirmish game I can't select which team to be on or any of the other AI's.

Any help would be greatly appreciated.

To fix this, you would need to open up the level file (level.inf) with Haegemonia Explorer, find the entry of the respective empires down below (empire1,2,3, etc) and set the team to SELECTABLE (mind the caps). Save the file and then the teams should be selectable :)
