Need some help... I at the point where I got the dog tags and now need to give the note I found to Toto but he's on the phone and wont talk to me. Every walkthrough I looked up doesn't mention this at all... what am I missing?

If you already have got the dog tag you don't need to do anything there anymore. Try to explore some other parts of the game that is currently accessible. If you need a hint, PM me, as I won't make spoilers here.
