I thought I was saving my character in the cloud but it turns out it was saved locally. After I shut off the game, I was prompt on the gog interface if I wanted to save in the clouds. I was confused then when i said yes, my character wasn't there when I reload the game. How do I get my locally save character back when the game loads? Is there a folder or a direction I can follow?

Switch off cloud saving in both GOG and the ingame Options menu. See if that brings it back.

Cloudsaves in Galaxy are just a copy of local saves (synced when Galaxy and Game are running and you start/end the game), not like Steam, so it usually should be there, as cloudsaves doesnt delete local saves. Did you probably have some other cloud saves from prior and it asked you if you want to use the local saves or the cloud saves, then it will get deleted?
You can even use Tools with Gog "Cloudsaves" which dont work with Steam Cloudsaves.

And another thought ... some Antivirus Programs block access to system and documents folders, so it could be the save wasnt really saved at all as you ended.
