I believe I have figured out how to get the scenario editor working as well as how to launch the 'GBCE' application successfully in order to play user-created scenarios. There may still be some issues to work out but I will provide the step-by-step here. I advise to read all the sections below in order so that you understand how it all works together.

Getting the GBCE application working:

By default a fresh install of The Great Battles of Caesar will include the gbce application that will not open properly citing CD problems.

1. Create a new folder under 'The Great Battles of Caesar' directory, named 'GBCE'.
2. Right-click and 'copy' the folder named 'data' in 'The Great Battles of Caesar' directory.
3. Open your created GBCE directory and 'paste'. This will put a data directory under GBCE that is a copy of the main game's data. Also note that this will add more data to your disk, effectively increasing the size of the overall game install.
4. To test, now open the 'gbce' application in your 'The Great Battles of Caesar' directory. The game will open much like normal except that the options available for battles will ahve one titled 'Last Man Standing'. You should be able to open that battle and play it.

Finding and using the Scenario Editor:

The Scenario Editor is, in fact, provided with the install of the Great Battles of Caesar. If you followed the above isntructions for GBCE, you can find the Scenairo Editor .exe in either the main game's data folder or your GBCE data folder.

Upon running the application you will find some issues. The editor will only open scenario files that are in the 'Scenario Editor' folder under the data folder you are looking at. That means if you wanted to edit the 'Last Man Standing' scenario you would need to make sure a copy of the scenario files are pasted into the folder and thne open those files within the scenario editor program itself.

Creating New Scenarios:

I have had some difficulty in getting the editor to create new scenarios but a couple of tips:

1. If you plan to use an existing map to start with, make sure a copy of the map file is copied from the data folder to the 'scenairo editor' folder.
2. If you make a new map, use dimensions between 30 to 40 to get a feel for it first.

Playing Edited and Created Scenarios:

Once you have used the scenario editor .exe to create a new version of an existing scenario, you must go to the 'Scenario Editor' folder and copy the scenario files associated with your new scenario. You must then paste them into your GBCE data folder. The scenario will then be accessible when playing the GBCE program. Think of the scenario editor folder as an 'in-work' location and the GBCE 'data' folder as a 'published' location for scenario files.


EDIT: Unfortunately it seems like I cna't get Caesar stable at all and it keeps crashing when opening the historical battles so I'm not sure how this will impact GBCE. I'm getting crashes there intermittently.

I have the boxed versions too - I could never get it to work properly.
Thanks for the post. I have the disks but they won't install in my 64-bit Win-7 desktop. However I copied the Caesar disk into a folder in the main game folder and then created an *.iso image. One click on WinCDEmu mounts the file as an additional drive and both the game and the editor work as intended, at least for me.

If I recall correctly, when GOG first added the Great Battles series it installed all three games using a single executable and the Editor ran just fine, at least in Win-7. When they split the game into three executables the issues noted in the OP ended the functionality of the GBCE program. The method offered up is a good one but I also used Large Address Aware for all four executable files and this has greatly reduced or eliminated crashes and lockups in all three base games and the Scenario Editor.

Use some caution with Large Address Aware, do your home work and a bit of testing on your particular system and you may see some success running the Great Battles.
