I'm running on Windows 10 on a laptop. The game works fine, mostly but any time I have to bring up a list in the game (like in Chapter 3 when choosing a wine) it scrolls back to the top before I can select anything. I can't get any further because I can't select the right year or anything else.

I experienced this too. I tried an update and relaunch and it helped me get through the same part, though doesn't seem to be a permanent fix because it happened on the load game screen later.

But it seems to happen if I use a trackpad gesture to scroll, possibly a scrollwheel gesture also. So try to avoid using those.
