I've built two cities, one on the coast between the Norman beachhead and the next town north of it, and the other south of Budapest. The one at the coast cannot be reached by traders; I'm told a transit treaty would be required.
I have a trade treaty (incluting transit) with all the towns north of it, so that leaves the Norman outpost.
I arranged a transit treaty with it as well, but the message stays the same.

Now the campaign won't progress until I've built two buildings in that city; but I cannot get any resources there.

How to solve this problem?

take over the norman town nearby so the region is yours.
