If skip isnt telling you about the missing people it could be that you havnt talked to vatras and/or lares enough as there is some dialogue with lares and vatras that triggers skips admission about the missing people. Always a good plan in G2 to make sure youve exhausted every dialogue related to a particular quest then go round everyone again for luck.

I got stuck on that very thing for days.
