So, in G1 and G2, the 1 hotkey links to a melee weapon, the 2 hotkey links to a ranged weapon and 4+ link to spells/scrolls.

Why does it skip 3? Is 3 used for anything? CAN 3 be used for anything?

Yes, hotkey 3 activates the last used spell.

For example, you used Ice Wave, and then switched to melee / ranged weapons for a while. If you press 3, it will switch from your weapon to Ice Wave.
