Do you have UAC enabled? Program Files is virtualised for non-admin processes, so you need to change the VirtualStore version of the file (located somewhere in C:\Users\<username>\AppData\Local\VirtualStore; the folder structure exactly reflects the installation path you used).
You can also change the Program Files version directly by saving the file elsewhere and dragging it in (confirming the UAC prompt), but note that the VirtualStore version will override it.
