It is certainly not a necessity. If playing with a guide(not recommended if this is your first playthrough) or for powergaming purposes, you'd probably want to invest those points into strength or other combat relevant skills.

Personally, though, I had a lot of fun with sneak, especially in the early game. The get the most out of it, be sure to get lockpicking as well. I spent most of my early game sneaking around the camps at night, robbing houses wherever possible (sometimes during the day as well). Took me a bit longer to get decent at combat, but I think the tradeoff was worth it. If this appeals to you, then I'd say go for it - in the long run, those few points you spent on sneak won't matter all that much anymore.
Personally I always get sneak, no matter what kind of build I'm playing. It's fun and you'll use it a lot.

If I were choosing to play a real straight arrow good guy character I wouldn't get sneak, but that's the only circumstance.
I managed to steal a couple of two-handed swords from the castle early on. I don't think it's going to get any better than that for quite some time, so I guess I'll hold off on learning how to sneak for now.
You can sneak up on enemies if you come from behind, so there are some basic line-of-sight mechanics implemented.

How about in Gothic 2 NOTR for a bow specialist? I can see myself sneaking past mobs or sneaking into buildings. Thanks

Might be decent for robbing houses, but not really for combat. Sneaking up on enemies (Only works on humanoids, beasts seem to have better hearing or sense of smell and will detect you easily) is mostly useful for getting closer before starting combat, so it's more useful for a melee guy than for an archer who wants to keep as much distance as possible.
