As per title, it doesn't matter what setting I choose in the settings>game features option every game launch results in an attempt to sync. Now I get why GOG reduced the cloud save storage, but please since it has now been rendered not useful for many (though probably not all), at least let us turn it off!

I get sync attempts on the default executable when no custom one is made; on a custom executable when one is made; and also on the custom executable if it is made default and launched from the purple 'play' button (please oh god, make a light theme?)

Given that my fallout4 saves folder has the saves for many profiles in it, the total is about 2gb, which Galaxy insists on telling me is too much, like I didn't know!

<rant>After years of this not working I'm getting a tad unimpressed with the GOG philosophy around GUI support, if they can't afford developers then they could open the source with the details of the api and let people write their own clients or help them with Galaxy. They would still host the games and clients would still need to authenticate to download etc. I for one would much happier with a client that didn't have a wallet and purchase function if the rest of it worked better (or at all)! I would just use the web to purchase - which I do anyway:)

Given the nature of GOG - Good Old Games, it will never be as rich as Valve (Steam) so why not let others help GOG while helping ourselves?</rant>

yes star wars knights of the old republic the sith lords can turn sync on or off
I disabled cloud saves globally a long time ago. At first, I'd still get the "Cloud sync failed due to heavy load" error message, but that eventually went away. Maybe it's the same thing here.

Not only do I get the "Cloud sync failed due to heavy load" error but it always tries to sync first, and I can't remember when I didn't have this behaviour. I tried turning sync off a long long time ago, well before GOG reduced the storage space, since my use of profiles in Vortex means I always have too much space used by saves.
I have reinstalled both Galaxy and games many times; each time looking for config files in %appdata% etc to delete as well.

GOG Galaxy stores files in the following locations:
%ProgramFiles(x86)%\GOG.com
%ProgramData%\GOG.com
%LocalAppData%\GOG.com
Additionally, screenshots are kept under the Documents\GOG Galaxy folder, but that's not relevant here.

You can also try wiping all of your cloud saves by going to the following link in a web browser. You can download them beforehand from the Extras tab in GOG Galaxy if there's anything you haven't already backed up.
https://www.gog.com/account/cloud-saves/page/1
your account also has an online storage... basically each account user has a small txt file saying what games have synced options turned on but i don't use fallout4

Well, I did a full uninstall, deleted all the files in the locations mentioned by Ice_Mage and reinstalled galaxy set the settings to no-sync, imported the fallout4 folder and it still tried to sync!
But... I installed Galaxy on a win10 vm that had never seen it, set the settings to no-sync, then installed fallout4 and launched it, although the game itself didn't start due to being a vm without the gpu. the launcher appeared without any attempt to sync. fallout4 is the only game I now have that has some cloud saves.
Clearly there must be some other location for settings.

edit: I think I found it, I discovered that fallout3 was behaving itself and I was trying to find the difference in configuration when I realised, f4 has a custom default executable - f4se_loader. Sure enough when I set the f3 to launch a custom default executable (in this case also fallout3.exe!) then the sync tried to happen without it being supposed to.

found it, the custom executable is added to "C:\ProgramData\GOG.com\Galaxy\storage\galaxy-2.0.db" which is not a text file and I can't see how it could be edited to help. Note my experiment showed that _having_ a custom executable is not the problem, it is simply using the custom exe that cuases the problem. No matter if you set the custom exe to the same file as the default launcher, it will ignore the no-sync setting. If you set the custom exe to be default and then launch the original file via the galaxy gui
'Additional executables' option, then the no-sync setting is obeyed.

Thank you for the update. I don't have any games with custom executables, so this isn't something I ever came across.
So for future readers, the only way I have found to have no-sync on a custom executable is to rename that exe to the same as the vanilla default one (back up original of course!).
The exe name you are looking is in the goggame-<gameid>.info file i.e.:
goggame-1998527297.info
"playTasks": [
{
"category": "launcher",
"isPrimary": true,
"languages": [
"*"
],
"name": "Fallout 4: Game of the Year Edition",
"osBitness": [
"64"
],
"path": "Fallout4Launcher.exe",
"type": "FileTask"

editing the "path": "Fallout4Launcher.exe", to "path": "f4se_loader.exe", does not work for me.
I have to leave the file alone and rename a copy of f4se_loader.exe to Fallout4Launcher.exe in the games root directory.

the default is sync

if you make a custom exe it collects the defaults so a workaround is to use the default exe [at least once] set your sync to No thanks and then make a custom exe... it should then carry over the no sync option

That's interesting, but I deleted all custom exes, started F4 - with no syncing happening, made a new custom executable and made it default, it still tried to sync:(

interesting and yes i just tested two other games... Gog Galaxy ignores options when you use any custom exe [even just a copy of the main] so thats a code bug i.e, unticking the sync box is only targeting the main exe
Interersting thread. I currently have problems with Witcher 3 because i made a custom executable to not have to use the stupid launcher. Now the game always starts to sync and ignores the settings in galaxy. This is terrible because i use the next gen version of witcher 3 and the sync restores savegames and ini files from 2016. I never had the cloud enabled, but apparently gog has some files uploaded anyway.

I found some old threads (from 2022) in the gog forums mentioning these kind of problems. Its a shame that gog seems to be unable (or unwilling) to fix problems like this in galaxy. I also had problems with galaxy unable to update itself for years. This stuff is why i prefer to use steam.
