Youtube will frequently stop to buffer even when lowering the video resolution, Windows Update will take 10 years to download updates, websites take extended periods of time to load (if they load at all) etc.

None of these problems happen when downloading stuff in Firefox, Steam, UPlay, Origin, Windows Update...

I think there is a bandwidth limit option. Just limit GoG Galaxy to whatever stops your trouble.
Cogwheel in the top left - Settings - Installing, Updating - Limit bandwidth.

I was having this issue for a long time, I couldn't download anything from GOG, neither the GOG Galaxy launcher nor the webpage. I fixed it by deactivating the IPv6 on my network adapter. I hope this helps you :)

It shouldn't be necessary to do this, it just shouldn't prioritize it self above everything else and instead should share equal priority.
How much bandwidth do you have? If you have little bandwidth, it is normal that when you download games the rest of the internet will fail in the whole house.
The limit bandwidth option has been broken for the last several versions of Galaxy, as described here:

It's ruining the internet for everyone because the bandwidth limit is implemented very poorly and is maxing out the internet connection even when enabled.

How would your programs know what your Bandwidth limitations are? They can't magically align themselves to share everything. Same with GPU/CPU utilization. Now, if (as I see below), the limiter isn't working, then that's a different story. I expect there is a program you can get that can be used to limit bandwidth per application, though. There is always a way.
