They get better - but in the early game it can be rough. Flanking helps a lot (not necessarily behind them, just at 90 degree angles) but be careful moving forward too aggressively as you can "uncover" enemies who get a free move... and shoot you next turn!
I THINK one of the things altered in Enemy Within was encouraging a more aggressive playstyle (by incorporating materials that "blow up" after a set time) so I can't speak to how that alters tactics - good luck! Hope to see you around ;)
