Looks like they're getting serious about mobile gaming, who knows one of these days they might run out of new features and make GFWL good. There's some reasonably high profile games in this announce list, Assassin's Creed, Castlevania, Star Wars: Battle for Hoth, Splinter Cell Conviction and even The Oregon Trail (they'd better have a special dysentery themed achievement)
They saw Rage demo on iPhone and want piece of that pie.
Unless they get the mobile manufacturers to make decent control buttons on their phones, it doesn't really matter. Windows Mobile could easily have been a fantastic gaming platform, if only the phones using it had had halfway decent control schemes. But that is one thing no phone has yet had, with the possible exception of the N-Gage, but I've never actually held one, so I don't really know.

Thats sadly true, hell the PSP barely scrapes by with a passable system

Achievement unlocked - "What a shitty way to go" - Congratulations, you died of dysentery.
The sad thing is that even with XBox Live, they've made developing any sort of involved gaming experience unnecessarily difficult for developers. (To summarize that link, there's currently no local database storage available or planned in Windows 7 Phone, which hobbles just about any complex data-bound application type you'd care to name)
