It's a bit strange though that after years of not doing anything interesting, InXile is having 2 great projects that way. Were publishers really so unwilling to fund any of their RPGs?
If I didn't love PS:T so much, I'd wait for Wasteland 2 to come out before pledging more to their games, but it's not like I'm pledging money I can't afford to lose anyway.

 It has been explained on both kickstarters. Their writers (mostly) have already finished their work on Wasteland 2, and are now sitting twiddling their thumbs, while the coders and artists are working. The idea is to get them working on the next project, so when Wasteland 2 is finished, the coders and artists can start working on Torment.

There is some news going around that the guy who made Shenmue is thinking about doing a Kickstarter for Shenmue 3, if he can get the rights from SEGA. Doesn't seem likely to me, but it would be good to keep it in mind.

 I think that the answer is yes. It's not just being risk averse, it's a matter of return on investment. Planescape: Torment sold around 400k copies originally. This not only marks the project as risky but also the profit from that is probably not worth the risk for the publishers. On the other hand have just 20k of these fans pay an average of $50 in advance, and you have enough money to develop the game, and enough of a later market to sustain the developers.
