I didn't see the second image actually, but no matter, I couldn't have guessed it without resorting to alternative means anyway. Not big on anime.

Hints for mine: American, late 80s.

Before I provide more hints, I'd like to see some guesses.

It gives me He-Man vibes for some reason. I mean, I know the guy rode a tiger, but still.

yeah the drawing style reminded me a bit of that as well. cant remember any he-man horses though ;)

It's not He-man, but the vibe about the drawing style is somewhat correct.
The depicted character is a sidekick / main character of the show.
