Okay, so, say I record myself with Windows Sound Recorder. Now I want to add a second, slightly muted audio track behind the first. What's the easiest way to do that?

The Sound Recorder in Vista/7 seems to have a lot less options than I remember it having in 95/98/2000. In the old version, I remember having the option to stop the recording during playback, and then inserting a NEW recording or pre-recorded file. This new version only allows for recording, and then saving once the "Stop" button is clicked.
There's Audacity. That's surprisingly comprehensive for a free app.

Yeah, they broke Sound Recorder unfortunately. Having said that, I can't think of a way of doing what you ask with the old one anyway. I'd also recommend Audacity, it's really good, free and can multitrack.

WaveOsaur is fantastic, and i like it better then Audacity for quick fixes.... but for massive comprehensive plugins you just cant beat Audacity...

Audacity is amazing.
Audacity. Nuff' said.
Ableton Live maybe? Its not free though. It has 30 days trial, and for that time you'll get a fully functional professional DAW.
Audacity has inferior VST plugin support and use, but they have the largest working library... id say give WavOsaur a shot... you can chain and script your plugin values for projects just like the big daddy Audition...
I also recommend Audacity.

Frinika may be good as well.
