Navagon: There are three graphics engines at work in Outcast. Only the terrain is voxels. The characters and water both have their own separate engines.

The wikipedia entry seems pretty comprehensive and accurate. You want the section marked Graphics engine. There seems to be some uncertainty over whether the terrain can be called voxels. But yeah, technicalities.
