I have run as Admin, did nothing.
And no there is no AV installed. I only ever used 1 and its gone.
Can you move it via a method other than the network, like a flash drive or CD/DVD? if the file gets corrupted again by either of those methods, it will eliminate the network as a possible cause.

That memtest86. It comes in iso. So does that mean that it should be burned to disk? And boot with that?

Yeah, you have to either burn a bootable CD or create a bootable floppy
