This is not "fair" from you because we cannot buy discounted games with the "$11,98 back". But the main question is why you follow the logic of $ = € for this game?

I was tempted to pre-order this game because I'm a fan of the Witcher saga. Well I'll not pre-order now. I'll wait the next year when this game will be on discount in the same way of other games.

They can't because of taxes and whatnot, they do give you back the difference in store credit. As stated here: http://www.gog.com/thewitcher3/en

"Gamers who are paying in EUR, GBP, and AUD are generally charged more for the games that they buy than gamers in the US. We don't see much sense in that, so we've come up with a solution that lets us treat everyone in those regions more fairly (without giving our legal team a heart attack). For The Witcher 3: Wild Hunt pre-orders GOG.com will make up the difference out of our own pocket by providing users with a mix of $9.99 and $5.99 game codes."

Not in store credit (yet), you get some 5.99 or 9.99 codes making up the difference, which you can use to buy non-sale games.

Once they implement wallet they will restore store credit.

As for regional pricing. They said it's pretty much where the market went and they can no longer ignore it, so now GOG has regional pricing as well (just a couple of games so far)
Yes, two games are regional pricing: TW3 and Divinity: Original Sin.

I don't think taxes really enter into the equation. They'd have a point if it was actual taxes, but it doesn't add up. I guess it's more that you'll have a hard time convincing big publishers not to maximize profits and instead ask for less here than what they're used to from retail and Steam and all that. And yeah, it's disappointing that CDProjekt didn't manage to set a counterexample even for their own game, and it curbed my enthusiasm for these "big" releases as well.

Still, I'm relieved that they tried to offer a compromise at least, and that it hasn't affected any of the other games yet.
