Delays startup items a user-specified amount to prevent them all starting at once and making the bootup process excessively slow.

Better yet, use Autoruns (free) to disable unnecessary startup items altogether, resulting in an overall better experience than what you would get by merely delaying them.

But there are sometimes you WANT the program to start...you just don't want all of them bottle necking at the same time and slowing down your computer...so you delay some of them to start later than others :)
