If you have access to a Saturn, I highly recommend Shining Force III. It's one of the best strategy RPGs I've ever played. I've been playing through Saiyuki: Journey West on PS1 and it's very similar to Final Fantasy Tactics, with a few twists.
hammer and sickel- A sequel to silent storm
Shin Megami tensai: Devil Survivor- Lot's of replay value as it has 6 different endings and not events can be gotten.
I would call X-COM tactical, but not an RPG, because your characters are so replaceable and have no story to them whatsoever. And except in what seem to me negligible ways, you can't develop them.

That said, I loved the first in the series enormously, not so much the second, and the third least of all.

The psychic powers suck, but the game atmosphere is unbeatable. At least with the first one. And the combat is perfect.
