Errrr, thing is, that clip from Austin Power i do get it and it's kind of funny, but the other... well... i though it was some new meme therefore i wasn't getting the joke.

Edit: Actually, now i kind of get it (well, the meme), i remember from where i heard that music before, it's from some youtube video where they mix that sad music with some porn actor screaming.

Actually it kinda is a meme. People keep adding this particular song to all sorts of videos for comedic effect.
