I doubt that companies are willing to publish such data until long after it has stopped being relevant, if even then.

In general, who own the video games? The publishers or the game developers? Reading the "Video game development" article on Wikipedia I get the feeling that most of the games are owned by publishers, with notable exceptions like the id Software developer.

Do you have any (guess)estimates about such things?

It's hardly straight and narrow as that. It's more to do with who funded the game development. If it's self funded, it usually belongs to developer and if the development is funded by third party (usually publisher) it belongs to the third party. Even in those cases contracts the parties involved sing may transfer rights, whole or in part, to one side or another.

GOG HAS been nibbling round the edges of the Civ franchise though - between Colonization, Call to Power 2 and Alpha Centuri OP should find SOMETHING to satisfy that Civ 'Jones'

Don't forget Master of Magic.
I think the best example of super weird game licenses is System Shock 2 where part of the game rights were owned by an insurance company (among other things) - luckily there are people like Night Dive Studios who are also after these illusive games and their rights issues.

If you have an old game you can't find for purchase on GOG.com or anywhere else, I'd try giving them your suggestions.
