Railroad Tycoon 2..which needs to be on GOG.
Impressions City Builders (Caesar 3/Pharaoh/Zeus/Emperor - all but the last available on GOG) are a pretty great candidate in this category. I'd recommend skipping Caesar 3 as it has a lot of rough edges they smoothed out in Pharaoh. Depending on the scenario you may have to fend off an attack here or there, but combat is a very small part of the game and much less difficult than designing a good city layout. Pharaoh is more complex than Zeus, and I suppose Zeus is a bit more refined; both are good in their own way.

IIRC Fragile Allegiance can be played in a pretty peaceful style, so long as you make sure you only play against peaceful-minded races. (And I think you might even be able to play without an opponent for giggles, though it's been many years since I played - still haven't pulled the trigger on getting it again on GOG.)

If it was on GOG, I'd recommend Sim Tower... (*hint hint*)

So I recommend SimFarm, a truly great and peaceful game. I would love to see it on GOG...

And Transport Tycoon Deluxe, preferably in the OpenTTD incarnation.
