Yes...I can vouch that the AI is much smarter in, say, Raven Shield, then in Vegas. I literally shot my UMP45right next to a group of enemies that just stood there and took all the damage in Vegas. Just stood there...not one reaction. Not even a scream.

Vegas team mates? Not so much. Not at all in fact. As for that glitch you mentioned, at least it was a glitch and not par for fucking course like the earlier games. Yeah it's braindead, but I'd rather have Sarah Palin level of AI than absolutely nothing at all, aside from that which I 'programmed' in myself in the planning phase. THE PLAN THEY DO NOT DEVIATE FROM EVEN WHEN THEY'RE BEING SHOT IN THE FUCKING FACE.

Rainbow Six, Rogue Spear and Raven Shield would have been perfect if only they'd functional AI. I gave up in the Syberia mission in Rogue Spear because my team mates always got jumped by the snipers, no matter what.
As for Vegas, IDK about it but Vegas 2, along with Far Cry 2, were the only 2 games in recent memory that I ever uninstalled without ever completing.
