Yup. At least in the past any time they've added additional bonuses to a game they've made it available to all owners of the game. I'm not sure they have a system setup to restrict it if they wanted to.

Yes, that's the way they've handled it up until now. I doubt that they've got the infrastructure to say only purchasers after a certain date get it.

That being said, don't count on them adding material that isn't already there, it may or may not happen and there's no good way of knowing why it isn't there.
thats good to know, one more thing say something extra has been released how would i know? would i be emailed?

Typically it's announced on the front page of the site when some new extras are released for games.
