OK i think im going crazy... i was just playing with my controller and i was able to move the glitter and the ribbon slightly if i waved the controller around...

maybe im losing it but it seems with movement the background glitter moves around and the ribbon does too..

can anyone else confirm?

Yeah, there is a definitely movement that corresponds with the controller.

The controller movement was added in firmware 3.0, along with the sparkles themselves and the updated interface.
