2: I nitpick my games, so I'm not really fond of losing out on discounts because I don't buy 1 or 2 more games. 20% is nice and better than nothing, but still...

I'll give it a 4. Could probably start at 25% off ,)
Emotionally (and unselfishly) I give it a 1, but intellectually & finally, I'll give it a 2.

These are my gripes with it:

-In the year I've been on GoG.com, this was the first time I've seen a $9.99 game on 'sale' for $7.99. I found this to be awkward & disappointing as I was hoping the BG series, PS:T & NWN would have 30% off by default for this promo, simply for the benefit of the less fortunate of our number worldwide who need to manage their finances more rigidly than (seemingly) most of us. Had those looking forward to finally buying the main titles of BG 1 & 2, PS:T & NWN been able to buy each of those games individually for 30% off (like in the December '10 discount sale) I would've felt much better about this promo.

-The default 20% discount for 1-off purchases coupled with the rest of the pricing scale in this promo is fundamentally not in the 'spirit' of a discount sale. The main purpose of a discount sale in all avenues of business is to allow those in lower income ranges to partake of some of the same fruit that those who can afford things at normal prices can, for a time. I don't see that with this promo. Instead what I see is that the 'have's' can afford this promo without much problem, while the 'have not's', who possibly needed this promo to satisfy their time to de-stress etc, are potentially shut out. Given GoG's HQ being based in Poland & thus they understand the economic situation their fellows in Eastern Europe experience, I'm sure they understand what I'm getting at very well. But I'm not blaming them; I'm fully aware the other 'partner' in this promo is WotC/Hasbro (the current owners of the AD&D IP), and they're assholes to the Nth degree - typical white collar criminals. I even touched on that 3 days ago in my answer to Question #3 in this post:

I've updated the first post with the results.
Thanks again everyone who has participated so far!
(In the case of the three ".5"s /4.5 and two 3.5s/, I took them as a vote for both grades. DodoGeo, I counted your vote as a 2.)

Very well said. Touching on this one in particular, since there have been several companies with access to D&D IP, it'd be harder to negotiate something with all of them. I see the rebellion games promo on right now is back to the old ways. It's probably a lot easier to negotiate a sale on all games by a single company rather than across more than one. A sale is better than nothing at all, but I'd hope to see NWN and PST show up with better solo sales than what they had here.
A 4 from me

The system itself is good but it needs a higher discount starting point and higher discounts overall

other than that, it's a great system which works the way it should - the more you buy, the cheaper it is
For my own buying habits, I would give it a 2. I rarely buy more than a couple of games from a sale.

However, given that it rewards you if you already have some of the games and there are people who like to buy multiple games or collect a group, I'd give it a 4. I don't think it is meant to replace any sale type, in fact the ET himself said as much that they were doing this as a test run to potentially add it as a third discount system - not replace an old discount system.

So my final answer is that I give the system a 4 because the discount system has a lot of merit and is very nice for many GOGers, but the numbers could be adjusted to make the system also more attractive for the buying habits of those like myself.
I'd say 4. I didn't actually buy it, but I was actually thinking of getting the whole thing, instead of just one or two games like I usually do. Which would be a good thing for GOG, I assume. I certainly like how already purchased games are figured into the discount.
