I was rather thinking of clean install on separate partition without touching your current OS. Can't you, ehm...borrow, ANY VISTA CD for temporary install, just to check if that's hardware problem? Resetting to factory settings is a pain - you'll have to reinstall all software + it could hurt your data (it all depends how reset script is configured)

I did that and after some hours no delay so it seems it is software, just dunno which, would you recommend a normal windows reinstall or the factory reset(it's a dell btw)?

I just can´t seem to find what's causing the problem :S

If you have the time to spare, I'd recommend a repair install. That is install windows on top of the current copy, that way it leaves all your applications in place and you won't have to reinstall everything. If that doesn't work then I'd recommend a fresh reinstall.

It's good for you because it will cost you only some time and not $$$ :-). As for clean install vs factory reset... If you did sth with the default partition schema, installed additional OS etc I would go for clean install - otherwise factory reset. Just remember to backup your data.

Also it doesn't hurt to try repair option first Sielle recommended.
