No, that was just an inaccurate translation. In German,

England = England
Great Britain = Großbritannien
United Kingdom = Vereinigtes Königreich
i just checked if i could pay via paypal and it seems that i can. at least the gog-page offers me a button to be redirectet to the paypal pages as usual.
i've been shoping here quite a lot and always used paypal without any hassle.

Strictly speaking, no: Scots and Welshmen can breathe easy now. We use the term "England" to refer to the UK as a whole for no other reason than the fact that Großbritannien is just too much of a mouthful. We don't have an established abbreviation in spoken German for it or for das Vereinigte Königreich.

You forgot the Northern Irish! But I understand, especially since in our more imperialistic days, the English used to refer to the whole UK as England. =S

jamyskis: Falls es weiter hilft: Ich war einmal in England und hatte mit Steam genau das gleiche Problem. Im PayPal hieß es, dass es per Lastschrift nicht möglich sei, und dass ich eine Kreditkarte auswählen soll. Mit einer anderen Internetverbindung in England ging es dann doch wieder.

In case it's a help: I was in the UK at one point and had exactly the same problem with Steam. PayPal claimed that direct debit wasn't possible and that I should select a credit card. When I was on another internet connection in the UK later on, it worked again.

SternGladOS: It seems that GOG.com disabled this feature on purpose as Humble Indie pack accepted the debit option without problems. Could also be disabled by Paypal directly as "a security feature". Sadly GoG lost an order.

Would be wonderful ich GOG would accept Click and Buy as i find the idea of DRM free games brilliant.

SirPrimalform: I've only ever bought games here with a debit card through paypal, so they definitely haven't disabled debit cards. Have I misunderstood?
HUH i know why i hate Paypal ! Now an bank debit is accepted. Must have been PP fault, always blocking things to protect my "security".
