since you can modify older games to work on newer systems are you also allowed to modify say HOMM 2 to work on moblie platforms such as android? I know that my phone has more horsepower tha the systems some of the older games were designed to run on.

If you know what you are doing, you can set up DOSBox on Android and from there be able to run HOMM2. For that you might want DOSBox Turbo. It costs a few dollars but it looks like its easier to set up and run properly than aDOSBox or other solutions. If you go that route, make sure to copy the whole game from the install and not just the executable.

Like zaine-h said, you can use DOSBox Turbo, which is the best solution, but bear in mind that getting good performance out of it is tricky on anything but the most expensive devices. I have a mid-range HTC One S and the best that it manages is Frontier: Elite 2. The DOS version of HOMM2 might be stretching it a bit.

ScummVM games like Beneath A Steel Sky, Lure of the Temptress, King's Quest, Police Quest etc. work brilliantly though, and I've heard good stuff about GemRB with Baldur's Gate.

DOSBox Turbo is a rip-off of the original DOSBox for PC that doesn't even deserve to be talked about. And these questions are the kind of bullshit for which I despise everything related to mobile toys like Android smartphones.

Android is not a platform, let alone a "gaming" platform. Android is a piece of digital shit created by Google to sell you ads. Stop marketing Android and go back to play on a proper PC/gaming machine!
